OOTB Calender always defaults to January

I observe a new behavior and am not sure if this is a product defect or not.
I use TS 7.1
and I have select Date option in a DCT, it implements a callout to the OOTB calender.jsp

The issue is: whenever the calender pop up appears, the month defaults to January, but the day and year corresponds to the present day.

On clicking Ok, the text field is populated with the timestamp of the present day. Even the month shows the current value.

Kindly share if anyone has encountered this behavior.
