Tagging Doc Metadata Doesn't Change Modified Stamp

It seems the only way to bump a Modified stamp when working with document content in TS is to EDIT the document, which sends it to My Local Files. (Or by importing a new version of the document.) When the doc is then uploaded back out of My Local Files, the Modified date is bumped, even if no changes were made.

Why doesn't the date get bumped when I Tag a document's metadata? The doc metadata changes are Saved and the file "looks" like it's been modified (pencil icon), and then subsequently Submitted through the Workflow process. But the Modified doesn't updated.

Is there some OOTB configuration that can be changed to change this behavior?

You didn't mention what version of TeamSite you are using (why is this so hard for people to learn to do?) - so I'll provide one reference for you, and if it's for the wrong version you'll have to do more investigative work on your own.
