Access to Reporting tab

Using Teamsite 6.7.2/Win 2003

Is it possible to set access to the Reports tab anywhere other than in a role? I've heard rumors that access to the Reports tab can be set in multiple places, but the only place where I've seen this option is under Role administration. I realize I could create a new tab and then maybe try to limit access to the tab, but would prefer to use the existing tab for reporting.
