I am using Interwoven TeamSite 6.7.1.

I am beginner in Team site.

Can anybody tell me what is the purpose of setting the iw_form_valid to true for the DCRs?

It is an internally set EA used to indicate that a DCR has been saved with (true) or without (false) all of its required fields filled in. By default, FormsPublisher prevents incomplete forms (those missing required field data) from being saved, but there's an option (I don't remember where off-hand) to enable forms to be saved without having completed all the required fields. Theoretically, this option is for use with large forms that contain many required fields potentially on multiple tabs.
I've never, personally, enabled this feature because I think it leads to more confusion than just telling users they need to complete the required fields first before being able to save a DCR - but the feature is there if you want.
Note: If you setup certain onSave* handlers it is possible to enable this functionality even if you didn't intend to do so (I ran into this once, but I don't recall the specifics of the case - I think it was an onSave or onSaveDone handler that should have been an onSaveValid handler or vice-versa)
