install modules in a custom directory

I want to install Template::Toolkit and AppConfig (newest version) from CPAN into a custom folder on my TeamSite server. I have run this commands for Template::Toolkit and corresponding ones for AppConfig:

iwperl Makefile.PL PREFIX=/iw-home/teamsite/custom/lib
make
make test
make install

Everything was successful but something I didn't expect happened.
The modules were installed under /iw-home/teamsite/custom/lib/site/lib (listing bleow) but I was expecting them to be in /iw-home/teamsite/custom/lib

Is this behavior due to a special way IWOV has built iwperl? Should I be concerned? I think I should I have set PREFIX=/iw-home/teamsite/custom instead. I have looked for good documentation on using a custom PREFIX with make but I can not find one - any recommendations? I am just not sure if there is something special IWOV has done. I don't know if I should be looking at core make documentation, core perl/make documentation, or some customization of them.

I think you should have left the PREFIX setting off altogether - I believe, by default, iwperl will install downloaded modules in IWHOME/iw-perl/site/lib - I'm not sure why you would want them under IWHOME/teamsite/...

There are two reasons why I am doing this:
1. a different version from what comes with TS of AppConfig is required and I don't want to overwrite the OOTB one. Even if upgrading AppConfig wasn't a problem there may be other modules that we don't want to upgrade because things will break and may not be supported by IWOV.
2. not all people that may be maintaining the modules in this directory have write access to the iw-perl directory. Putting them here allows us have all our custom code under one directory.

I just realized that if you look at the iw-perl directory listing it's the same subdirectories as the /iw-home/teamsite/custom/lib/ directory that I am using. I am beginning to believe that this is standard behavior with make and perl. I think I should make a ****-perl directory in my custom directory to use as my PREFIX and that way it would be built out the same as iw-perl directory.
