workflow template file question

following snippet is taken from workflow pdf manual ts.670.wf.pdf , page 62

in this snippet, root element is 'template_script' but then again there is another 'workflow' element. so how there be an element outside root element ? As per xml syntx rules , all the elements have to be within root elemrnt only.

Here Root element is workflow only
Have look at iwwf.dtd, it will calrify your doubt.

template_script is used to construct the variables and import the modules, it will be parsed by Teamsite.

Without workflow element you can not construct the workflow file.
