Option to edit javascipt and css disabled on Template

Hi I have created a template with a layout.And added components.
But there is no option to edit javascript and css when i go to Template settings.
the option to edit javascript and css is disabled.
I have admin right

This is really a LiveSite question.

CSS and JS are not editable on templates. They are inherited from the default.site and are editable on the page itself.
