Non-Masters cannot edit SitePublisher pages

We're using TS/SP 7.2.1 on Windows 2008 in our Test environment.
On TS Test, Master-level users are able to see the SiteMap tab and the SitePublisher drop-down menu, but other users (even if they have the SiteMager role in a branch and even if they have group-share access to the workarea) cannot. These poor users can't edit SitePublisher pages either.
We are not having the same problem on TS Dev.
We checked the logs on TS Test but haven't been able to resolve the issue. TS Dev had a CSSDK Soap server installed; TS Test didn't. We installed it on TS Test, but that didn't help.
TS Test was built based on TS Dev. So, for example, we copied tsusers.xml from TS Dev to TS Test.
Strangely, there's one non-Master user who can still see the Administration link. But he cannot edit SitePublisher pages.
Any ideas?

It appears that something went wrong during the installation of TS 7.2.1. The
\install\livesite\role_install.log has entries such as:
[rolesinstaller] updating: editor
...
[rolesinstaller] unknown operation iw.livesite.edit.page
...
What the heck?
I guess we'll try to run
\install\livesite\install_scripts\sitepub_role_install.bat manually.
