When the user tries to open a .page file in preview mode she gets the error as
"The Page cannot be previewed due to a system error. Contact your system administrator for details."

While the detailed description says :
Root cause:
com.interwoven.livesite.common.business.BusinessException: Unable to get sites
at com.interwoven.livesite.business.BusinessSite.getSites(BusinessSite.java:1006)
at com.interwoven.livesite.business.BusinessSite.getSiteMaps(BusinessSite.java:763)
at com.interwoven.livesite.iw.servlet.preview.PagePreviewCommand.execute(PagePreviewCommand.java:117)

Although she has all the required branch level access.

Which version of the product? You're getting this on the runtime or the TS server? Have you checked your LiveSite logs?

The most common cause is that LiveSite can't read your default.site and/or default.sitemap file, either because of permissions or because you didn't create the site using File > New Site. You are not allowed to create folders under /sites that aren't LiveSite sites.

i don't remember if this was the same error, but make sure default.sitemap is well formed (if it was edited externally )

I checked as per all your suggestions. Includes - TS services, Sitemap and permissions. Everything are same as like my PROD CMS server. But this issue still exist in my Fail Over CMS server.

Any other suggestions apart from support case ??

Few pointers:
1. Check if there was any update/patches done on the Server.
2. Have you tried to move the pages from one Server to another.
3.What happens when you create a new page with the same set of components.
4. Confirm if something has been changed in your Page layouts/template/components by any chance.
5.Post your environment details.
