Login Pop Up Issue

interDev

I am consistently getting Login Popup screen on my Livesite pages all the time and it doesnt even accept my login credentials.
Also it doesnt load the associated CSS files on the page. Has anybody seen this behavoir before and what is the fix?

This is newly setup TS 7.2.1 on Windows.

TIA
