i just can not find it when doing custom task code.

I don't have a way to check now, but most of workflow tasks are in teamsite.jar and most of the jar files are under iwhome/httpd/webapps/content_center/WEB-INF/lib.
there are tools online which you can use to find which jar file has a given class.

Nope, not really, since I was only looking for it for the heck of it. I have no use for it at this time. I'm upgrading to 6.7 next Tuesday though.

Yes it is in 6.7.x+, you can always write your own. the OOTB ReviewerMailNotificationTask is limited in terms of setting sender, recipient, subject... you would be better off writing your own anyway.

If memory serves correctly, Workflow Modeler was introduced after 6.5 - which would then mean that the Java implementations for email handling and such were not shipped with 6.5 either, and hence it makes sense that you don't see it it there.

That is correct. Any of the java packages are not located in TS6.5 and below.
