Is there a way to retrieve all users of TeamSite within a workflow using Java? Which CSSDK utility can I use to do this?

use CSUser to get users as you needed.

Disclaimer: I don't user WFM or Java yet for my workflows.

However, by reading the javadoc I believe you could use getTasks to get the array of task Objects and then run through them and use getOwner on each Object. Collect the results from your getOwner call on each of tasks and you (possibly) have all the users of the workflow.
