Are you refering to livesite-xlst or templating-xslt?

Ok, for templating-xsl:

1. yes, f.i. you can write 1 xsl and include it into all tpl-xsl via xsl:include or xsl:import.

2. use the document() function of xsl.

These are just standard xsl answers so for more detail please query google for "xsl reference".
