Taglib metaKeywords

We are trying to use <metakeywords> tag
<metakeywords>
<metakeywords><metakeywords>

on our site. The pages are rendered in Websphere Portal with embedded .page. It just shows up as
<meta name="keywords" content="" />
We are setting the keywords in the page settings of the page. Is this a known bug or is there something that we are missing? We tried putting the same in the Websphere theme that we are using but with no luck.

TIA
