Deploy - DNR Information stream not getting deletes

I am doing a deploy to LSCS, and I am doing a call to a DNR. I am using the Information Stream, and recieve the inserts (inserts the files, plus the two livesite files...lscidx and lscs_manifest.xml files), but I do not get any 'deleted' files.

Is this a bug, or does the LSCS deploy work differently than a standard deploy, and how do I work around this?
