Customize "Select Next Action" screen in CCSTD?

We are trying to switch our users over the CCSTD, and am running into a few issues

1) how do I customize, the "Select Next Action" after a user fills out a template and clicks "Next"? ive checked both the admin guide and the customization guide, and cannot find anything substantial

2) pretty much, after the user clicks next, i want them to go directly into a specific workflow model, without the Tagger GUI or having to pick an action.

3) the wonderful devnet search pretty much told me i should modify the UI_custom.xml, but we have 7 different versions of this file in our TS share...

Eliminating the Tagging Step from ContentCenter Standard
Wizards
The default behavior for many ContentCenter Standard wizards is to invoke a tagging
(or metadata capture) screen as their final step before invoking a TeamSite workflow. If
existing workflows already invoke a custom tagging step of their own, this produces a
redundant tagging step for end users. The ContentCenter Standard application can be
configured to have the Import, New Form, Edit, Submit, and Tag Wizards always skip
their tagging step by editing application_custom.xml:
