Hi ,
We have to push the files from higher to lower environment i.e from PROD TS server to QA TS server . Now the deployment script used will compare two Edition folders and the diff is published. The deployed files should retain their version history . Is it possible to achieve it ? If yes , how ?

Via OpenDeploy - no you will not retain version history.
If you want to retain version history for an entire branch of content you can use iwmigrate to migrate the branch on server-A to a temporary second store, then copy that store to Server-B and mount it as a temporary second store and iwmigrate it into the default (or some other) store on server-B (you'll probably have to delete the entire branch on server-B first)
