Trouble installing TS 7.3.1

I am trying to install on Windows Server 2008 32bit. When I double click IWOVInstaller-Windows-7.3.1.0.0.exe I get this error: "This program cannot be run in DOS mode."

Anyone run into this?

Check your file extension settings on Windows explorer. See if there's something messed up there.

Also, are you running via RDP or are you actually on the server in front of a monitor?

It's a basic install of Windows Server. Other executables have worked fine.

I am using remote desktop. I also tried it through the VMWare virtual console.
