qq() is a generic form of customary double-quoting.

You can chose your own delimiters like qq(whatever) or qq|whatever|. Note that non-bracketing
delimiters use the same character fore and aft. Bracketing delimiters(round, angle, square and
curly) must use open/close form.

In addition to the information that's already been supplied - the rationale for using this form of quoting can best be seen in an example.
Basic quoting:

my $cmd = "some_clt \"some arg\" -x \"another arg\" \"etc\";

Alternate quoting:

my $cmd = qq(some_clt "some arg" -x "another arg" "etc");

It makes the code much easier to read with far less chance of a quoting mis-match.
