framework error while installing LS runtime

We are using Teamsite 6.7.2 on Micrsoft window server 2003 standard edition SP2

We are trying to install Livesite Runtime 3.1.0.2 on the Micrsoft window server 2003 standard edition SP2

While installation it is showing a framework error:
unable to get the product home directory -[IW-PRODUCT_DIR] variable or the modules directory [IW_MODULES] variable.
