Schedule Metadata/EA Deploy

Running on TS 7.2.0.0.0
Currently when I tag metadata (changes on files within TS, and subsequently submit the file for deploy, the metadata changes are Saved immediately.
We're using a Workflow Modeler flow for the deploy of files.
Are there any configuration changes I can make so that the metadata changes don't 'take effect' until the scheduled deploy of the file itself?

"Take effect" is relative to your business process and the way you've modeled it. EAs are the same as content: changes are made in the workarea only, and only appear in STAGING when you submit the file to STAGING. There's no way to separate the content from the EAs to have them update STAGING at different times, unless you
change the content; submit; update the EAs; wait; submit
which may or may not make sense for your process.
It sounds like you're trying to use an EA to specify when a piece of approved content should be scheduled for deployment. I'd suggest that things should only be in STAGING once they reflect the deployed environment, and as such, your workflow should keep the file in the WORKAREA until the schedule expires, and only then submit it to STAGING (either before or after your deployment, depending on whether you're doing a filelist deploy or a STAGING comparison against your target).
