Can't find AXIS Engine

When trying to access the opendeploy soap services test page

I'm receiving:

Can someone point me to the right manual or tell me how to start the AXIS Engine? (I know gas prices are high, but I'm willing to pay the price for this one)

So apparently if you remove the ?wsdl from the url you get back a list of services. The doc I got the URL from was misleading.
