What is the use of Media Bin and what is the requirement for learning this?

It's a digital asset repository.. basically managing rich content and enabling image and video conversion:

There aren't any prereqs for learning how to use the tool; it's GUI-based and targeted for business / multimedia users. If you want to customize the app, the web interface in MB 4.6.3 and previous is built in ASP (Virage MB 7 is silverlight, don't know how much you can hack that) and there are web services that can be used to implement your own connectors/functionality if needed (obv requires some programming knowledge).
