LiveSite Actions - passing values dynamically

Hi,
I'm somewhat new to LiveSite and I am trying to work out how the rules, and actions work. Specifically, I would like to know if values can be passed to the action.
Here's the scenario. Content is tagged by account number. We would like to write one action for all accounts, and pass the account number to the action.
My understanding of the how LiveSites rules engine works:
1. To retrieve content via the rules engine, a rule needs to be executed.
2. The results of the rule execution is not content, but actions to be executed. Executing the actions is what retrieves the content.
3. Rules have no direct tie in with content or the taxonomy.
4. Rules are used to define application specific display rules:
Example of a Rule: For a certain web browser, at a certain time of the day, use the following action to retrieve content.
4. Parameters / values can be passed to the rule for evaluation.
Action:
1. The action has access the taxonomy.
2. Executing the action will return document locations.
