How can we found users who have edited the page last time ....?

Edited and submitted - or just edited?

If the changes were submitted you should be able to look at the version history information for the file to find out who submitted the file, when they submitted it, and (potentially) some comments about why they edited the file - you should also be able to diff / compare any specific version of the file with any other specific version of the file to get some idea of the changes that were made between those two specific versions.

If the changes were not submitted you might be able to tell who last edited the file by looking at the Properties associated with the file - but given that much of the work is done through a web browser GUI and when it isn't, it's done through some back-end shell mechanism - it isn't clear if the information shown in Properties is always accurate.
