Import Files - Java Error

TeamSite - 6.5 SP3 and Browser is IE 6.
For Import Files functionality getting Error that the Application requires earlier version of Java.
The Current Java version is 1.6.0_23 JRE build - 1.6.0_23-b05.
When I say Run then sometimes it shows the import screen but takes a while to load.
Surprisingly the same Import Files functionality is working fine with Java Version 1.6.0_29 & JRE build - 1.6.0_29-b11

Attached is the error screen captures.

Appropriate if anyone tell me what is the resolution for this issue?

You are in the old versions of everything, seems like a Federal Gov project.
Since IWOV doesn't support this EOL product and your browser is out dated, it best to stick with the JRE which works. Is just on your oen client computer or is it the case for everyone.
