workflow restriction

can workflow templates be restricted to the workarea level in available_templates.cfg? I know they can be restricted to the branch level

Is there a good reason why available_templates.cfg only allows you to set up workflows at the branch level and not the workflow level? I would think people would want to set up different workflows per workarea. Why is that not supported?
