As for generating JSP files, it isn't an OOTB functionality, however generating HTML is that can be included in a JSP. There are several ways of doing, you have to tell your use case.

Yes you can, but depends on requirement and it has limitation as well.

User need to construct/design dynamic site at run time then go for Livesite, site publisher and targeting with TS.

or You just need to generate the output file with jsp extension only then you can achieve this in TS using TPL without any other product installation.

Limitation:

No preview.
No UI design(pick and drop in design).
You need to take care of all the logic in TPL.
once file got deployed to application server only you can check whether the page has correct or not.

You can generate any kind of file you want including JSP using TeamSite preview. what exactly is your requirement. Generate a JSP after pulling some values from DCR and deploy to an app server like weblogic or websphere ?.

You can generate any file extension output such as asp, jsp, html, shtml, etc... But your customer web server would need to be setup to render those files correctly when you do a generate or preview.
