Sure -- you'll need to have either a "callout" or a "FormAPI + CallServer".

Can you bit more specific, what is the properties file you are referring to? Who writes it? Where is it stored?

I am working in Teamsite 6.5. I have a requirement to get some values from a property file in the inline function tag if a DCT. That property file will be just like a normal text file vretaed and maintained by us. It will be kept in Teamsite server location only(any place there). So how can it be done? If by Form API then can anyone tell me that throgh which Form API.

Inlines run a program / script - if you write that program / script to process a properties file it should work just fine - it has nothing to do with FormAPI unless you believe you need the processing of the properties file done via JavaScript - but that won't really help your inline script since that gets processed before the FormAPI code is executed (and if you're in View mode, the FormAPI won't get executed at all)

You can follow what Adam said, to make it much more simpler you can organize your properties file (basically in a context of inline most property files fall in this category) as a Key-Value pair and it would be easy to read them and use em in DCT.
