The steps for upgrading TeamSite are documented in the manuals, various KB articles on the Support site and various threads in these forums - do some of your own work to find and read that material and then ask specific questions if you still have any after having done some work yourself.
The other option is to hire someone who already has experience in such matters, to come in and take care of managing the upgrade for you.
Given that 5.5 is ancient - it will definitely help if you, or the person you hire, has a good background in both the old and new versions of the product as a fair number of the customizations (if any) will need to be re-implemented on the new server as opposed to just brought over.
I'd say you're probably looking at about 2-3 months worth of work, minimum; more likely 5-6 months to avoid rushing things and ending up with bad results.
