Workflow-Model - Configurable Vars empty when using tt_data

We have created several Workflows using the Workflow-Modeler.
These Models can be activated either with submit- or tt_data-event (defined in available_models.xml).
When a user starts the WF by using the Submit-Button in CCPro everything works fine. An instantiation form comes up, the user fills in all required fields, the WF-Job becomes active and all variables from the instantiation form are available to the tasks.

When the same user starts the WF by clicking the Finish-Button after editing a DCR the same instantiation form comes up. But in the active WF-Job all Configurable Vars are empty.

I checked this by looking at the Jobspecs stored in the Instance-Folder.
We have no idea if there are differences in WF-instatiation between submit- or tt_data-events.
Can anyone give me a hint? Thanks in advance.
