Is it possible to build a website with the latest Site Publisher that is "Web Content Accessibility Guidelines" WCAG compliant? Is the HTML output of templates, and default and new components fully customizable to achieve WCAG compliance?

You would probably have to limit or customize the TinyMCE editor, but in SP you control the XSL which generates the HTML, so yes you *can* write something that is WCAG compliant. It may take a lot of work.

The hardest part (IMHO) may be the navigation components because the code is tightly coupled with the output, so significant changes may require significant amounts of work.
