Exclude data files (DCRs) from metadata tagging

Is it possible to exclude data files (DCRs), or a directory, from metadata tagging? Should I use the metadata-rules.cfg file to setup the rule? Would someone be able to provide an example?

Which version of TS? Are you using the NextGen TagUI mechanism?
