Sitepub - Page Publishing Issue

User opens up a .page file, Edit the content (using DCR based components) and save the changes. To publish the content, uses 'Publish' Option from Menu under Actions or clicks on 'Publish' icon placed on the tool bar.
The problem is 'Publish' button is not enabled even after saving the content changes (see attached) and thus doesnt allow users to initate the publishing from page itself. Users have to go back to the diretory structure and initiate the workflow. Only Assign option is enabled which i dont need. This problem is for all the user roles (including Master)
Why would system not enable 'Publish' option by default for all the pages.
Has anybody faced this problem? Is there a way to enable 'Publish' option by default on the pages?

Ran into a similar issue with the sitemap. The solution was staring me in the face the whole time - it was locked by another user.

In my case it is not locking.
If i create a new page and try to initiate the deployment, it works fine as 'Publish' option becomes enabled. BUT if i try to edit existing page and then deploy it, it doesnt work. Interesting thing is if i edit existing page, close it and then reopen it, the 'publish' option becomes enabled.
Any pointers?
