Does anyone have an example of a WFM ExternalTask making the call to a Perl ipl?

Do that all the time, what have you tried ?

I doubt it is an issue with setting the command up, what user is the task running as ? Does that user have permission to log on the server (i.e. an OS user) ?

What OS ? What rev of TS ?

Do not think $iw-home will be good.

This is what I cut from the command in an external task:

/apps/Interwoven/iw-home/iw-perl/bin/iwperl /apps/Interwoven/iw-home/custom/bin/reviewTimeout.ipl
