Custom user operations in teamsite 7+

Hi,
We have added some custom menu items in CC interface and want to control access based on the roles.We can't locate any Custom User Operations tab in User Management screen for any role.
The required changes in userops_custom.xml and ui_custom.xml are already in place and toolkit is also run for the same.

Any idea about the same for Teamsite 7+ versions.
