What is the difference between fanout and trasactional deployment menthod ?

That's two independent concepts.

Transactional Deployment is classical "all or none" process. It means that either all
required Files are deployed or none is. The slang is that whatever has been deployed
before first failure is "rolled back".

Fan-out deploys to multiple Targets. Either single target or fan-out can be configured
as transactional or non-transactional
