When submitting locked files setting not working

I have the selection "Must be the owner or creator of the lock." selected under the administration tab under TeamSite Permissions. I have reset the server and yet when logged on as a user in the role of editor (slightly edited role to restrict access to update workarea) I can still submit a file locked by another user.

Nothing in the role indicates that it should allow this to occur. The group added in this role to the branch has RWX permissions on the workarea.

Perplexed! (And yes - we will be upgrading versions sometime soon - next six months) :-)
