Can we allow all users to enter comments in workflow

I have a requirement where i want a specifc group of users to enter comment in the workflow comment section even if they are not the owner of the task.

Adding the ability for comments to be updated at any point in workflow w/o actually having a workflow task assigned to the person who wants to add a comment. No notification needed; ability for group (say DCM) to add comment on the workflow at any point in time or state of the workflow.

Can anyone tell me, if we can implement this functionality.

You may be able to do this - but it would have to done externally from the WF with your own custom code that would allow:

Thanks for the reply, i want to do this so that if in a group if i have 10 members any one of them will take the ownership but the remaining 9 if they wish can comment on the task in case they want to convey any message like xyz files needs to be updated. or simply for a user task if my admin wants to comment on it but wants that the concerned person should only act.

I think you're basically dealing with a highly customized solution - with your own "application" to allow such commenting running externally, but concurrently with the workflow process. I don't believe you will find any reasonable way to do this within the actual TeamSite Workflow context.
