Suggest Buttons and ADD/EDIT Buttons not showing in Tagging GUI

System

Hello,
We just upgraded to Teamsite 7.1 on OS 10 from 6.7.2 SP2. We use Next Generation Tagging GUI and MT version 4.1.3. Since the upgrade, the suggest and add/edt buttons do not appear in the tagging gui for the metadata fields. I have checked the ports and they are fine. What else should I be looking at. The fields are there so the configuration of the tagging GUI is fine. I have attached a screenshot of what I'm describing. Any input would be very helpful. Thank you.
