submit task as first task in workflow

Can I keep submittask as first task in workflow ? I dont see any note in manual stating that submittask can not be the first task. But my collegue tells me that, he gets error that submittask can not be the first task in workflow.
Why is that ?
If I want to keep submittask as first task, whats the work around ?

I know of no limitation that prevents having a submittask as the start task of a workflow.
The limitation has usually been with regard to the role(s) that a user has with respect to being the owner of the submittask (and whether it's the job owner or an 'areaowner' or some other fixed-specification)
