workflow help

I have a new user who get the following message:

Could not find available submit workflow templates for user city.roch\triggott
(//CITYINET/default/main/Internet/rochestermn.gov/WORKAREA/Police

What does this mean? What am I missing for him? So far ive created him as a user with ability to edit etc but I must be missing something.

Your workflows are defined in available_templates.cfg (for old WFT) or in the Admin GUI for WFM.

You can have very strict matching (user, group, role, branch, etc) for the WF to fire. Obviously it is too strict.
