Content Retriever for Targeting in TS7.1

I found that there is a OOTB Content Retriever for Targeting is available with TS 7.1 , reading through the docs , i dont understand , whether it is a class or component or anything else, Can somebody let me know how it can be used

OOTB action statements in a rule use following class: com.interwoven.livesite.rules.actions.SampleContentRetrieverAction. Method name is getContent().

This class/method will retrieve content based on the whatever conditions are specified in the rule. If this content retriever doesn't suffice your needs then you can create a custom content retriever.
