Container's 0th replicant

Hi everyone,
I have a replicant container in my DCT and i am defining it using <container name="Steps" min="0" max="20" > The problem is instead of defining that minimum number of replicants should be zero containers i always get 1 container on form initaition. How can i get rid of this 1st container. Please help.
