Inline command

I have to use an inline command :
The code that i am using for substitution is as follows :

print "<substitution>";
printf(q(<option value="%s" label="%s"/>), $_, $_) foreach(@state);
print "</substitution>";

in this, both the value and label will come from the same array.

I want the value to come from one array and the label to come from another array.

I have tried this in a lot ways but without any success. Has anyone done anything like this before? please can anyone help me out in this. . .

Two ways:

1. Use counter instead and then use like $arr1 and $arr2.

2. Populate a hash with the value from one array as key and value from the other array as value.
