People who do not really know what is going on use CDATA for historical reasons.

If you use an XML style TPL (which there is really no reason to do), then you need to wrap perl in CDATA.

It's if you use strict XML style TPL that you need the CDATA tags. The second example is generally termed loose XML style - but frankly, you don't even need the iw_pt tag at all (in loose-style).
