If you stop the event subsystem and report center services for a period of time but leave other teamsite services running, will the events during the outage be saved and then written to report centers db once the event subsystem and report center services are back running?

I cannot say with 100% confidence, but I'm pretty sure the answer is "no".
There might be a way to process the IWHOME/local/logs/iwevents.log to somehow extract and deploy [some of] the event information that took place within this gap - but I don't know that there's any officially supported / provided mechanism for doing so.
