can i pass a variable to a inline function in the datacapture.cfg , the variable i want to pass is the site name so accordingly its reads the file allocated to the site

You can pass the variable to inline.

<inline command="E:/iwov/teamsite/iw-perl/bin/iwperl E:/iwov/teamsite/custom/script/inline/getTabs.ipl dct ipl www"/>

Here I have passed 3 variables seprated by space to the inline... "dct", "ipl", "www".
Same way you can pass 1 or more variable.

How to pass variable to an inline function ?

If you're talking about a static parameter string, then the response that vaibhav2288 provided answers that.

If you're talking about something that's dynamic in nature (e.g.: the DCT is somehow used for multiple sites) - then I don't think you can do so directly, but your inline script may be able to derive some contextual information via environment variables or some such.
