Visual Annotate implementation

Hi Gurus,
I want to implement visual annotate( VA) in the workflow modeller. I have changed iw.cfg and added few variables in wf ipm file. ( added as per example WF and documentation)...After the WF invocation, there is no download option for the user ro download the VA toolbar. Is there any setting/changes i missed?

7.2, Linux

Starting w 7.2, no VA install or config necessary. It is the newly re-vamped version of VA.
