Need for livesite

Hello,
I would like to know that is there a need to purchase LiveSite product.
We have TeamSite 6.7.2SP2 and my client would be taking in SitePublisher.
As far as SitePublisher is concernced, it is used for advanced templating features. I don't have the clear picture as to how LiveSite is linked with SitePublisher and the need to purchase it.
Any help would be appreciated.

If all the pages on the site(s) can be static, then you don't need LiveSite. SitePublisher will convert pages into HTML assuming that the content doesn't change at presentation time.
You can do some dynamic type things with JavaScript and AJAX calls but you won't have the full capabilities of targeting, forms processing...

Since, SP can be used for HTML and CSS, wanted to make sure whther it supports jquery as well ?

jQuery is a "client side" package that you include using a script src="xxxx" tag within your HTML.
jQuery has nothing to do with SitePublisher, LiveSite, TeamSite.... it's just a client side JavaScript include.
So Yes, you can use jQuery without LiveSite.

SP does allow your pages to use jQuery, though it only executes it (and other presentation scripts) in preview/published mode and not in edit/authoring mode.
